Options presets based on cookie

So far, there is a option to include custom options presets based on several things (taxonomy, termID, single posts, post types etc).
Is there a possibility to add manual condition, for example when some kind of cookie is present, or if there is some database option present?

Sorry, but there is no option in Theme Settings available for that. It requires customizations and this is beyond our limitations and support policy.
