Page Title Background Color and Text Color Not Working Properly

Hi There,
You will notice in the attached screenshots that I’ve set the “Pages title background” color as dark blue and the “Text color for page title” as light. However, the background color and text color aren’t changing on the website. I know this is the correct place to change these settings, because if I upload a background photo into this area, the photo will appear on the website. So I’m not sure why the background color and text color won’t change.
