Popup Widget – Elementor – How to use?

I want to create a mail form and link it to a button. So when someone clicks the button, the form comes up.
I tried making the form within a HTML Block, then in the Popup widget under General, in Content, I select the HTML Block I made. Save the page, and test it, when I click the button, the screen goes dark and it says ‘Content not found’. Am I doing something wrong.
I also tried creating a Popup in Elementor Pro, and calling the popup with the Elementor button widget, and this does not work either. Could it be a possible conflict?
