Please Go to Theme Settings >> Single Product >> Tabs and set as Accordion.

Then Go to Theme Settings >> Single Product >> Reviews and enable a separate section.

Can it be different for different products?
I know we have a product tab option in Woocommererce product.
I name it “technical details” but I want this to show up before shipping & delivery.

Sorry but it is not possible to change the background color of only the area you mentioned.

You can set the product page full width from Theme Settings >> Single Product.
