You can add these elements using WPBakery Page builder. Use FAQ or Accordion elements to achieve similar view.

Also on right column of product page? I thought WPBakery Page builder can customized only the content below product pages and description.

You can create HTML Blocks with WPBakery builder and then place its shortcode to the short description field.

Yes, it is because you are using sticky product page and all the content is stuck when you scroll the page.
