Product reorder if no value

i need your help in by default products tab have 3tab description have 1st priority after adding one more tab for every products and i’m giving 1st priority for my custom tab after adding successfully i want to show features tab description tab and other tabs if some products have no features tab they not show description automatically as 1st tab why
