Products per page don't appear as set in Products Grid settings

Hi,

Even if I set at Shop–>Products Grid settings my Products per page (Number of products per page) to 12 and Products per page variations to 12,24,36, when I load my shop page or a random product category page I get 25 products:

Why does this happen? Could you give me some further advice on this?
