Push files / database from staging to live

Hi there, could we please check if we push Files only from the staging site to live site, would the theme settings be pushed over to the live site as well? Or do we have to push over the database to push over the theme settings?
Also, if we create a static page on the staging site, (eg using elementor), can we only push the Files over to update the live site? Or do we need to push the Database as well?
