How do I add plus and minus quantity at product page add to basket and also in the basket page please?

Shows no quantity next to add to basket or if you add that product to basket then there is no option to update quantity at the basket/checkout.

manage stock>sold individually was turned on for every product.
turned it off and quantity buttons re-appeared.
