Related products…. is based on what?

Hi,
I have a question; I am testing something out on my website and would like to get rid of the product “tags”.
But it seems to look that when a product is being viewed, the “related” product is based on a “tag” or same categorie.
Is this true? and what happens if I remove the tags of the products, will be there also “related” products from other categories?
Maybe it’s a setting which I have not found yet.
