I need some help in changing the details of the sales badge. Is there a way to change the sales badge by showing the -XX% with SAVE XX% or XX% OFF.

This is Woocommerce functionality and Woocommerce does not provide the option. You will have to search for a plugin or customize Wooocommerce.
