there a way to save elements in a library for later use on other pages?

OR

Import democ content pages and save certain elments to use later in certain apges?

Yes, you can save a row as a template or section. http://prntscr.com/j5xycn In order to take existing templates you will need to click a template library http://prntscr.com/j5xyux choose and insert
