Scroll Bars on Filter Widgets

Hi there!
Is there any way to show the scroll bars by default on Filters in sidebar? (See image attached).
The problem is that if you have a long list the customer would not know unless they hover over list.

You need to disable “Nanoscroller library” in the Theme Settings > Performance http://prntscr.com/otgsw3

This is not the problem as I am using new browser.
The scroll bar does work when I hover over the list (like in picture).
What I want is for scroll bar to show all the time (even when not hover over list). This way customer can see there is a bigger list.
We suggest you disable the following option because if you disable Nanoscroller library it will replace “on hover scroller” with same style default browser scroller which will be always shown if it can be scrolled.
