Section/row Background colour doesn't cover the entire section/row

Hi

I noticed that the new sections/rows I create, if I only use a solid colour without using a picture background, there is always a gap between this section/row with the below one (see attached screenshot). Could you help?

Hello,

1. Enter the row editing mode http://prntscr.com/ixmyer
2. Switch to “Design Options” http://prntscr.com/ixmz0l
3. Put zero value.
