Shipping charges showing only to admin. Not to any other user.

We have not used any plugin for shipping. Using default woocommerce Flat rate and Free shipping.
When I log in as the admin, it showing me free shipping or flat shipping in the cart or checkout. But as a Subscriber or a guest user, I see no shipping.
Further, what is more, troubling is that free shipping is set on a value of 1000 or more yet is showing flat shipping on order.

I saw the screenshots you attached.
Please check how it works with the default wordpress theme just to check whether the issue is with our theme or not.
Because the shipping is woocommerce functionality and our theme doesn’t influence.
