Shipping option display issue in cart

I have 2 shipping option for my clients, a. Free shipping b. Premium shipping which is coming from alidropship/aliship plugin.

[problem scenario]
Problem only is when I add premium shipping for a product and only when that product takes in a cart with others product. by default, premium shipping selected, as picture below, if any customer wants to select free shipping for that product he cannot.
Possible fix if you we could bring free shipping option also along with premium shipping (in the red mark highlighted area) then problem could be solved, please help to solve this issue if possible.

[ok scenario]
When only select that (premium shipping option) product and take to cart then there is no issue because client can select shipping in this scenario as below picture.

Could you please check how it works with some default WordPress themes like TwentyTwenty or WooCommerce Storefront to understand is it our theme issue or not?

Sorry I have no way to check this issue with others theme, I am just working for my store and site with this theme.
please help if you have any option to check by mean of any setting change or something else.
