Show fallback message or items in the recently viewed products screen

Hi,
I am showing the recently viewed products widget on the homepage. When the user first visits the page or hasn’t viewed any products, it shows an empty area. Is it possible to show the best sellers or newest products if the recently viewed products are empty?
