Could you please check how it works with some default WordPress themes like TwentyTwenty or WooCommerce Storefront to understand is it our theme issue or not?
Also, find your Terms and Conditions page in Dashboard -> Pages and try to leave it empty (backup its text before this). Then check how it works with an empty page.
