Yes this condition can be applied that the categories menu shown on sticky menu and hide otherwise.
You can use that mobile menu element in your header from the Woodmart >> Header Builder but remember that it shown on both the static and normal header:

Also do not forget to make that specific row sticky otherwise that menu will not shown in sticky header.
