Styles only working while user is logged

Hi,
I was trying to deactivate the promo popup through theme settings > Promo popup, but it didn’t work; what happen is that now half of my website is not displaying the styles when the user is not logged in. I have tried to re-install WordPress, change to the parent theme, deactivate the plugins and did the action log and cache, but honestly, I don’t know what happened because before trying to deactivate the popup, it was working fine.

I have checked Theme Settings > General > Promo popup, and I see it has been disabled. I have checked the site both logged in and logged out and no promo popup appears.
Please clear the browser cache and the server cache and check again.
