Sub categories not showing up

Previously when a product category included sub-categories there was an option to show either just the products, just the sub-categories or both.
Whilst all these options remain, only products show. This has been the case for months now. Whilst others appear to have mentioned, they seem to have been directed to settings that make no difference.

Navigate to Appearance > Customize > Product Catalog > For “Shop page display” and “Category display”, choose which you want to display: https://postimg.cc/wRV5WhFt

unfortunately this does not work, that only works when switching to a different theme.
