TAX not showing but after adding a product on cart

Hello everyone,
so I have this problem: when someone enters the store for the first time, they see all the prices without taxes included, but I need the store to show them all the time. I realized that somehow when I add any item to the cart, the whole store updates all the items prices from the store as if adding the product to the cart was some trigger for that action.I am attaching images of the problem, the price I need to be displayed is $1,099.00 (tax included), and before adding any product to the cart the price that shows is $1,017.59 (without taxes)
Note: the tax is 8%I have absolutely same problem. I diactivated all plugins and right now working only: Woocommerce, Woodmart Core and Elementor plugins. By some reason I have absolutely same problem as author. When you use browser as “incognito” and go into website, all prices are showing without VAT (in Woocommerce Settings everything must showing with VAT).
When you add item into cart, got to the cart and then turn back to page – all prices shows normally with VAT.
You can check on our website http://www.vr.lv. After first login you will see prices like 21.21, 18.83 and so on… All prices on our website are clear like 25.00€, 28.00€, 102.00€ (I mean not any XX.21, XX.83 =) ).
When prices appears normally you need about 10-20 minutes and after that if you will go on website as “Incognito” again, once again prices will shows without VAT =(If this important, TAX 21%. In woocommerce I put that prices must show with VAT.
Short update. We tried diactivate Elementor as well. Problem the same. Doesn’t helped =(
