Template child theme does not work

I updated to Basel 3.3 and tried to use the child template that is available in the download package (the template child theme contains the files style.css and functions.php) but it does not work.
The style.css seems like it does not import the properties of the parent theme and the layout gets unconfigured.
The footer is appearing in place of the header, and the functionality of the login went to the footer.
Can someone help me?

Thank you for choosing our theme and contacting us.
This problem most likely caused by WordPress. It happens when you switch themes in Appearance -> Themes. After this, all widgets change their locations. So to fix it, you just need to add all widgets to right areas in Appearance -> Widgets.
