Text popup at the header of the page

Hi, i am aware of the possibility of the promo popup. But I thought I have seen also a little text popup at the top at the screen.
But I cannot find it anywhere in the admin panel.
Am I correct? of doesn’t the theme have this.
I would like to have a little text notice at the top of the screen.

1. Create an HTML block with the Popup element and configure text link format of the button.
2. Insert the HTML block element by means of HTML Block built with WPBakery in the top row of the Header builder https://xtemos.com/docs/woodmart/header-builder/add-edit-builder-elements/
