The basel theme settings pages are blank. They are not working

After logging in today I noticed that all pages on the theme settings of Basel are blank in my environment. Have anyone noticed this as well and what can be done to make sure the information is visible again.
I already tried to remove the theme and adding it back again. Also installed a child theme which reacts the same.
