Theme editor can't be saved after base import

Hi, I have this problem where I can’t save at appearance > Theme editor > functions.php can’t be saved even without changes. It shows this, I have this problem in live and staging.
“Unable to communicate back with site to check for fatal errors, so the PHP change was reverted. You will need to upload your PHP file change by some other means, such as by using SFTP.”
Then I try to replicate on local, I found that this problem arise when I do a base import, I left the checkbox uncheck for import all pages something like that.
I can’t find any php error in the log, it just timeout with no response. What could be the issue ?

Could you please check how it works with some default WordPress theme like twentysixteen to understand is it our theme issue or not?
