Theme File Editor Not Showing

hello, i am trying to make edits to a functions.php file but for some reason not seeing the “Theme file editor” in the appearance options. Is there a setting or something to change in the theme so i could edit the child theme? The first screenshot attached is the theme from you and the 2nd is a theme from another vendor showing that “Theme file editor” option.
