Theme Setting Issue – Any Changes on Setting site Not Effect on Live

Dear Support,
we are try to change any thing in our theme setting area, but nothing effect on live page (Settings changes not saved.. no green bar) it’s happen many times…

for example if we want to change any color, fonts or background image etc… can’t save and no effect come
