Theme Settings page is not loaded properly

Dear Xteamos Team,
I have a problem to reach the theme settings panel, it is not loading the content properly, I am not able to click any of the sections, it looks like some of the css or js files are not requested during the page loading.
I attached a screenshot.

I tried to deactivate all not necessary plugins, but nothing happend after it at all.

I would like to make “global” changes on the theme, the theme settings admin dashboard is not loading up, like its missing some css, or js files. I attached a screenshot.
