Theme Settings won't open "Sorry, you are not allowed to access this page."

Hi,
Wordpress doesn’t open Theme Settings. Every time I try it it’s saying:
Sorry, you are not allowed to access this page.
I think I have already tried every solutions that I have found here and on google but still not working.
Plugins disabled
Permissions checked
Tried with new user
Site upgraded to new PHP
.htaccess upgraded
etc etc…
Please help!
