Timestamp to youtube link

Could you tell me how I can add a link to a youtube video with a timestamp.

Please excuse me, I would like to add some information to my request. I need to add a Youtube video to my product. At the very bottom of the product page (in the admin panel) there is a field for a Youtube link. When I insert a link, the video starts and plays, but if I add a timestamp to the link, then the video does not play.

You can insert video by means of an extra block provided in the Product page settings and HTML block (custom post type)
