Top bar is not sticky

Hello,

I was trying to make the top bar sticky since there is important shipping information. In desktop, the message is displayed but in mobile the message is not displayed at all. How can I make it sticky both in desktop and mobile and display the message in mobile?
Please note that I went to header builder and clicked make it sticky but it doesnt seem to make a difference.

Make the row sticky: http://prntscr.com/kzh7ws

Make sure you have disabled Header clone: http://prntscr.com/kzh8fa
