Is it possible to create a top menu in the marked area? How can we do this?

Navigate to Woodmart > Header builder http://prntscr.com/iyd2pe

Choose the proper header type (your current) http://prntscr.com/iyd333

Enable topbar row https://xtemos.com/docs/woodmart/header-builder/header-rows-columns-configuration/

Add the elements as per your needs https://xtemos.com/docs/woodmart/header-builder/add-edit-builder-elements/
