Top Menu cant not fix the height

When opening the web top menu look is fine (See attached photo : GoodMenu.png ) However , when we roll down the web page the menu height will extend … (See attached photo : Problem Menu.png)

We need to keep the menu on what situation will like Good Menu.PNG.
