Trigger popup on checkout page

Hi, can the pop up be triggered when the user is on the checkout or cart page? Like, user comes to my store, they choose some products, and once they are ready to pay a pop up message apears to advertise something or give them a discount or something like that. But I want this message pop up to be shown only at the checkout or cart level. Is this possible?

I want a pop up message to be displayed ontop of my content once the user enter the checkout page. A message similar to the attachement. But I want for it to only “pop” at checkout. Is it possible?
