Unable to activate the theme

Dear team unfortunately I just start learning to do customization and work to build WordPress on my own I have no previous experience and as I have rest WordPress several times to remove any data that could be saved and try to activate the theme again it gives me an error that I have reached the maximum level of activation however Every time I activate it only to my website on the same PC

Please help me to solve the issue
