Unable to make chnages to menu

i am unable to add or delete anything off the navigation menu, when i save changes, it doesnt work, please advise.

Hi i have now resolved this issue, i can make edits to the menu.
but
when i make changes to the website in general it doesnt update, i have to click on ‘flush site cache’ all the time. can you advise on this please.
