Unable to set the display order of WooCommerce custom checkout field

I’m using the below answer code to set WooCommerce checkout city field to a dropdown for a unique country. But, it’ll change the order of the field on the checkout page. Normally, the City field appears after the Street Address.In this case the City field is appearing after the Email field. But, when I select a different Country, it’ll show correctly.
