Where should I add the email notification adress ir order to receive “new customer notifacion” when a new client register in the web?

The default Woocommerce does not provide such an option, you will have to find a plugin. We have not tested any plugins so we can hardly recommend it.

It suppose to a ver basic feature to receive email confirmation (to the admin)

Try to search a plugin, I am sure you will find a few. Our theme does not have any options to configure the notifications.
