VAT display and checkout

Hi,
I have my VAT set to display in shop without VAT but show VAT when checkout.
When i create orders it displays correctly but when i receive orders from customers it does not add on the VAT amount and customers end up paying without the VAT.
Can you advise what is going on here.

Please check your settings in Woocommerce > Settings. Our theme does not influence this functionality.

See the attached for the same item, what i mean, the orders are coming in without VAT but when I create a order it has VAT on?

Woocommerce a complete waste of time.

VAT is the Wooocmmerce functionality and our theme does not influence that. Please refer to the Woocommerce documentation or contact the Woocommerce support.
