what is this plugin ??

This theme recommends the following plugins: Contact Form 7, MailChimp for WordPress and Safe SVG.

i see this alert at all of page
it doesn’t seems it is neccessary for me
can I process without this plugins ?

Yes, you can continue without installing those plugins. They are only recommended for additional functionality, not required for the theme to work.
