When the header row is sticky, you can not see all the items in dropdown menu

I set my header row sticky and all of the functions work properly, but when I try to expand a list of categories or a large mega menu, they also become sticky and do not scroll. How to fix it?

I understand that this is how it works, but maybe there are still ways to fix this work? Besides, how can I figure out what size to make a mega-menu if all users have different screens and part of the menu can crawl out of the screen?
