Why User Can Register in Maintenance Mode

Hello.
My website is under development, progress is around 80%, but I decide make it available online in maintenance mode. Recently, spammer can make registration to my site even in maintenance mode, how it possible?
Can you suggest me some solutions to prevent the spam? Thank you.

Sorry to say but as you know the Registrations are handled at WordPress and WooCommerce. So, the Theme directly doesn’t influence it.
