WMPL translate layouts

I want to make a custom shop page using the layout functionality of the theme. It works and shows the template on the shop page, but I can not make it multilingual. I already changed some settings in WPML (see screenshots) but when I change the multilingual content setup to ‘make layouts translatable’ and I save it gets back to ‘do not make layouts translatable’. There are no other fields to change the language and make a translation. Can you help me?
