woocommerce update and license question

Good morning guys,
1) the new update to woocommerce 3.8.0 was released. Can I upgrade to the new version or I have to wait for a woodmart update (current version 4.2.0)?

2) We need to keep the dev.sitename.com development version parallel to the production site http://www.sitename.com. The development version is required to test core updates and plugins before applying them on the production site. Are there any problems with the license?

As for the license: you can activate the license twice: one for the live site and one for production.

As for the Woocommerce update, you are free to update. Please make the full backup of the site and update both Woocommerce and theme. The current version is 4.2.1.
