Woodmart theme doesn't clear cache

I have a strange problem with the Woodmart theme. If I am in the backend of the site and make changes, I can view the changes on the live site and all is well. As soon as I sign out of WordPress admin and go back to the live site, the changes are no longer reflected and the old version of the site loads. If I try loading the site on a separate device that that no history of the URL, the old (incorrect) version loads.
I have cleared browsing data and the cache many times, both through the browser settings as well as pressing Ctrl plus F5, but no luck. As soon as I log back into the WordPress back-end, the correct version of the site loads. Is there some cache within WordPress that needs to be cleared?

Please deactivate all the third-party plugins and provide the admin panel login details of the website.
