You need to contact WPML’s developers for help in this situation since it seems to be some plugin’s problem, not our theme issue. Maybe you just missed something in the plugin’s configuration.

I think the problem from the mini cart
I tryed other free plugin and it was same issues,
or when I installed the theme
On the base import section
I seen wrong bar says “ faild to import AJAX please import it manually…

OK, in this case, please, check the default WooCommerce shopping cart widget. Add it to your shop page sidebar in Appearance -> Widgets and compare how it works.

I have messaged WPML and the have tested the site and they said there’s JS code blocking the cerancy in minicart changes and they asked me to contact you
Any ideas?

I can’t say how long it is going to take, because sometimes it is solved quickly if the issue is only related to a theme and WPML. But if there is a dependency on a WooCommerce function this can take longer.

I am sorry for the troubles though, but I have to wait for the developer feedback here.
