I bought a template to change the CMS of the old site http://www.aquaworks.com.ua
From the documentation, I realized that the theme can be activated on the test and main site.
Now I will set up and fill the site on the domain http://beta.aquaworks.com.ua (test)
Then I will rename it to http://www.aquaworks.com.ua (main), and delete the folder with the old site on the hosting

Yes, you are doing everything right. You can activate the theme on your testing site, then transfer and activate the license on the live site.
