1. You need to disable the top bar menu in Appearance > Menu.

2. I can move the phone number withing this block: https://prnt.sc/udmmw5

3. You can create a special menu, add a custom link and phone number in the menu item and assign it as a top bar menu and phone number would occupy the place where My Account is.
