I just want to add HTML block at the bottom of category page.

Please set the showing of the Category description in the bottom, please navigate to the Theme Settings > Shop > find “Category description position ”
Then create HTML block in the Dahsobard > HTML block, and insert its shortcode ID into the Product category description: https://xtemos.com/docs/woodmart/html-blocks-2/#cat_att_tag
